
IDBP Final Report: 11,000 Units in 9 Provinces
The Final Report of the Indonesia Domestic Biogas Programme (IDBP) is already published and available to be downloaded. The programme that was initiated by the Royal Netherlands Embassy and implemented by Hivos and Yayasan Rumah Energi with assistance from SNV, was started on 15 May 2009 and ran under a contribution agreement with the Embassy until 31 December 2013 and with endorsement from the Indonesian Directorate Bio-Energy, Directorate General New Renewable Energy and Energy Conservation, Ministry of Energy and Mineral Resources of the Republic of Indonesia.
During the first phase of the implementation IDBP has built 11,249 units of biodigester in 9 provinces in Indonesia: Lampung, West Java, Central Java, Yogyakarta, East Java, Bali, South Sulawesi, West Nusa Tenggara and East Nusa Tenggara (Sumba). Covering 568 sub districts in 103 districts, the IDBP have given benefits to 56,245 women, men and children. Total subsidy that the IDBP has disbursed to users is EUR 1,562,561, or EUR 139 per plant. Sixty percent of users (6,370 households) using credit at a total amount of about EUR 2,242,238 plus credit financing cost of about EUR 6,500.
In addition to the funding from the Netherlands Embassy, the IDBP also received funds from other donors such as Op Eigen Wieken, Bank BNI, Sawadee, Norway Embassy, ENDEV (Energizing Development) Programme, which is undertaken by GIZ and with funding from a group of donors including Germany, the Netherlands, Norway, Australia, the United Kingdom, and Switzerland.
The successful of the implementation was also supported by 867 trained and certified masons and 163 supervisors. In the end of 2013, 52 Construction Partner Organizations (CPO) and 9 independent mason groups have been working together to disseminate domestic biodigesters as a local, sustainable energy source through the development of a commercial, market oriented sector in Indonesian.
