The Embassy of the Kingdom of the Netherlands

The Biru Programme is funded within the framework of the Dutch development cooperation of the Ministry of Foreign Affairs, under the responsibility of the Minister for Development Cooperation. Since the Biru programme is a bilateral programme, at country level the responsibility has been delegated to the Dutch embassy in Jakarta.

The Netherlands development assistance contributes almost five billion Euros each year to poverty reduction world-wide and is one of the few countries that has committed to allocate 0.8% of its GDP to development cooperation, which is 0.1% above the in the UN predetermined standard of 0,7%. Almost all ODA is provided in the form of untied grants.

The Dutch Ministry of Development Cooperation has expressed an increased focus on the following sectors:

  • Peace and security
  • Growth and equity
  • Equal rights and opportunities for women
  • Environment and energy

The embassy in Jakarta has developed a Multi-Annual Strategic Plan, which presents its strategy at country level for the period 2008-2011. The objective is to strengthen and to extend the varied bilateral relations between The Netherlands and Indonesia.

The Multi-Annual Strategic Plan aims at achieving the following four strategic results:

  • Improved democracy, stability, human rights and governance, resulting in an equitable and secure society;
  • Improved economic governance, resulting in sustainable economic growth and a just distribution of growth to the society, to be able to reduce poverty rapidly;
  • Improved environment and climate policy and implementation, resulting in an increase of renewable energy, sustainable management of natural resources, mitigation & adaptation;
  • Broad-based bilateral relations through the ˜Comprehensive Partnership Framework™.

Within the framework of these objectives the Embassy supports programmes in the fields of good governance, investment climate, education, water management, water supply & sanitation, environment (focus on peat lands) and sustainable energy. For the latter the Dutch Embassy disbursed an estimated Eur 9.573.668 in 2009. Gender issues are incorporated in the programmes. The programme is nation-wide with regional focus (Kalimantan, Aceh, Maluku, and Papua).

The majority of Dutch funds are being allocated to programmes executed by the Indonesian Government. These funds are channelled through multi-donor funds or multilateral agencies, which are responsible for the supervision, monitoring and co-ordination. Therefore Dutch funds are not being used to finance stand-alone projects, but are mainstreamed in Indonesian sector policies and in multilateral financing. In this way Dutch interventions are expected to be more effective and more sustainable.

The Biru Programme is put under the responsibility of the economic division of the Dutch Embassy, which aims to strengthen the economic relationship between the Netherlands and Indonesia. In order to achieve this, it offers assistance to both Dutch and Indonesian companies and institutions which aim to maintain and increase economic and business relationships. In this respect, the economic division of the Dutch Embassy works closely together with the the Agentschap Nederland, which is part of the Dutch Ministry of Economic Affairs that implements programs, regulations and law for 11 ministries and 17 clients and the Indonesian Netherlands Association (INA).

Furthermore, the economic division is responsible for the development cooperation programmes on the investment climate, water management, drinking water and sanitation, environment and energy. Promotion of Sustainable Energy in Indonesia
Access to energy is an important element of poverty alleviation and economic development. Building on past experiences from the joined Energy Working Group Netherlands-Indonesia, the Embassy is actively involved to help achieve better utilization on substantial sustainable energy in Indonesia. Cooperation exists on the field of biogas, geothermal energy, hydropower, wind energy and biomass.

The Dutch Government has made considerable funding available for the promotion of sustainable energy in developing countries. One of the major points of interest is a substantial sustainable energy programme in Indonesia. There is a long bilateral relation between the Netherlands and Indonesia in the field of energy. The Energy Working Group Netherlands-Indonesia, which function under the Joint Economic Commission, is an active group with annual meetings; one year in the Netherlands, the other in Indonesia.

Energy Programme 2007-2011
The energy programme of the Embassy of the Netherlands consists broadly of the following parts:

  1. Capacity Building
    1. Capacity building at the Education and Training Centre for Energy Efficiency and Renewable Energy of the Ministry of Energy an Mineral Resources (MEMR)
    2. Capacity building on sustainable energy and planning in 5 provinces
    3. Cooperation with universities: Senior vocational Technical High School in Indonesia, SMK’s and provincial multi-stakeholder fora.
    4. Several energy-advisors at the central government.
    5. Supporting academic research
  2. Development and implementation of projects, sub-sector development
    1. Geothermal (together with the World Bank and Pertamina Geothermal Energy)
    2. Mini/micro hydropower (together with the World Bank and GTZ)
    3. Biogas (together with HIVOS/SNV)
    4. Wind energy

The Embassy has requested Senter Novem to implement the capacity building part and to advice the Embassy on the development and implementation part as mentioned above. Moreover, Senter Novem is also involved in the support-programme of the Embassy with regard to Dutch companies which are active in the energy sector in Indonesia.
