The total area of the West Java Province covers a land area of as much as 3.710.061,32 ha. Administratively, the West Java Province consist of 17 regencies and 9 towns; 529 subdistrricts; 5.245 villages and 626 towns. In 2008, the province has as many as 15.909 units of KUMKM (Cooperative, Small, Middle and Micro Businesses) active.

The BIRU program in West Java officially started in October of 2009 through a collaboration with one partner: C.V. Khazana Bahari. Early 2010 two other partners followed suit: Forum for Enterprise Development (WPU) and the SAPA Institute. The working areas which BIRU covers are six regencies, which are: West Bandung Regency, Bandung Regency, Garut Regency, Cianjur Regency, Bogor Regency and Sukabumi Regency. The total number of construction workers trained up till March 2010 includes 61 workers and 12 supervisors.

Rabo Foundation plays an important role in providing credit to biogas users. Through its RABO bank branch in Bandung the dairy cooperative KPSBU enjoys credit in the amount of Rp. 4,5 billion for the development of 1.000 BIRU reactors, the construction of which began at the end of July 2010. Negotiations with other cooperatives are ongoing. Currently, West Java has around 200 biogas units.
