Background
Yayasan Rumah Energi (YRE) has entered into an agreement with Hivos to assist in the implementation of the Indonesia Domestic Biogas Programme, also known as BIRU Programme. The BIRU Programme aims at the development of the Indonesia domestic biogas sector and build bio digesters at least in 9 province in Indonesia. IDBP or BIRU Programme until 2013 has produce 11,000 bio digesters, providing access to biogas for 17,725 people.

The overall objective of the Indonesia Domestic Biogas Programme is to disseminate domestic bio-digesters as a local and sustainable energy source through the development of a commercial, market oriented sector in selected provinces.

For this project, Yayasan Rumah Energi is looking for a dynamic Indonesians national to fill the following positions:

PROVINCIAL COORDINATOR BANDUNG (PC BANDUNG)


Responsibilities & tasks

The Provincial Coordinator manages day to day operation of the office as well as the progress of work in the field. Major responsibilities include ensuring the provincial target is achieved, maintaining construction progress, stakeholder coordination and liaison, administration, and handling local credit providers. The scope of the activities of the Provincial Coordinator includes:

  • Manage the Provincial Office for the Programme
  • Prepare Detailed Implementation Plans and Budgets
  • Prepare 6-monthly and annual work plans and budgets and reports for submission to the donor and government
  • Prepare monthly plans and budgets, progress and financial reports for submission to Head office
  • Liaise with provincial stakeholders (government, private sector, cooperatives, farmer groups, users and NGOs) which play a – potential - role in the implementation of the biogas programme,
  • Identify, recommend and contract suitable programme partners (for promotion, construction, appliances vendors and extension)
  • Identify, recommend and execute marketing efforts of the biogas digesters
  • Select suitable programme areas within the province in coordination with the NBPSO
  • Monitor promotional activities and programme progress through field visits and data collection
  • Act as programme focal point at provincial level
  • Supervise the provincial programme staff and assist in or lead recruitment
  • Supervise the day to day operation at the provincial level
  • Ensure proper financial and administrative activities adhering to the Standard Operation Guidelines and other instructions from the NBPSO
  • Coordinate regularly with the National Biogas Programme Office in Jakarta
  • Contribute to programme development strategies, especially for the provincial level
  • Ensure proper biogas digester data collection procedures and practices and maintain an MIS in accordance with programme requirements or instructions from the NBPSO
  • Provide logistical and liaison support to field visits for IDBP (BIRU)
  • Undertake research activities when deemed required and play a role in knowledge dissemination for both IDBP and the Iconic Island programme.
  • Alert the NBPSO about emerging issues that can influence the implementation of the Programme
  • Assist to a reasonable extend the IDBP Programme Manager and YRE in additional tasks as requested.

Requirements

  • A minimum of Bachelor (S-1) degree.
  • Extensive experience working with provincial and district governments.
  • Demonstrated leadership and management skills with supervisory responsibilities
  • Able to develop networks and maintain good relationships with government agencies/institutions at all levels, non-government organization, and civil society organizations.
  • Extensive experience in working with provincial or district government officials and civil society leaders.
  • Able to work under tight deadlines.
  • High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
  • Good command of English and Indonesian communication skills.
  • Good computer skills, including internet and e-mail.

Executive Director of Yayasan Rumah Energi

Background

Yayasan Rumah Energi was established by Hivos with the aim to support the development of renewable energy in Indonesia. The prime reason for establishing YRE was to create a local agency which can take responsibility for the sustained implementation of the biogas sector development activities initiated by Hivos under a grant with the Dutch embassy in 2009. Currently, the biogas activities are being funded by new donors and the foundation is supposed to start creating its own funding base allowing to extend its mandate to enhance the biogas sector, while also expanding to issues related to food security.

The current (voluntary) interim director will resign to make place for a paid Executive Director position.

Responsibilities & tasks


The Executive Director will have the following tasks:

  • Provide full-time leadership to all staff (currently ca. 50 people) of the foundation, ensuring proper HR practices in line with the Indonesian labor law;
  • Strengthen the foundation institutionally, financially and managerially;
  • Develop complete operating guidelines for the foundation;
  • Lead fundraising activities to make the foundation financially sustainable and independent;
  • Groom the organization into a strong, integer and professional organization aimed at improving food and energy security in Indonesia with strong values;
  • Develop an efficient organization structure and task division, allowing the organization to systematically meet project demands and obligations, including working with partners, initiating, implementing and finalizing projects and programs, reporting, donor liaison and M&E;
  • Represent the organization in stakeholder networks, meetings and events, promoting the organization in a way it enhances the good reputation of the organization and the trust of potential and current donors, government and stakeholders;
  • Ensure that the foundation meets all requirements as stated in the articles of association, allowing all board members to have their say and ensure that Hivos’ role in the organization remains well-represented;
  • To have YRE engage in project and programme activities in a professional and accountable way, ensuring that the foundation is financially and managerially transparent and accountable to donors and other stakeholders.


Qualifications

  • Minimum education background is master's degree in development, preferably in fields of inclusive business, renewable energy,
  • Has previous experiences as director for and/or has worked in Non-Government Organization(s) for at least 10 years,
  • Practical knowledge in human resources management and business development including proven fund raising experiences.
