As Programme Manager of the IDBP, Rob de Groot has overall responsibility for the implementation of the program. Based on approved annual plans and budget, he has full delegation and budgetary powers and is accountable for the appropriate management of the program working closely with the Government Energy Department, Royal Netherlands Embassy, Hivos Regional Director and SNV Senior Biogas Advisor. His main responsibilities other than overall management of the IDBP include, carrying out implementation and annual plans; Supervision IDBP staff as well as Regional Managers to maintain strict quality control of biogas plants and resolve problems from visitations/monitoring of biogas plants; process subsidy disbursement requests; develop and assist in research, survey, studies and evaluation activities; and establish, maintain, foster good coordination among its stakeholders and donors.
