For the implementation of the BIRU programme, Hivos has established the National Biogas Progamme Support office (NBPSO) that consist of a core team headed by the International Programme Manager. The team consists of an international Technical Advisor, Technical Staff and administrative staff.
Main tasks of the NBPSO team’s responsibilities range from coordination and technical support, to administration, accounting, monitoring and knowledge exchange. The NPBSO provides technical support at provincial and national level in various ways, such as facilitating mobilization of resources, negotiations with stakeholders, preparations of training and promotion materials, liaise with credit providers and various local institutions, all aimed at making the programme a success. Another important task is the provision of support to the province-based BIRU offices, the PBPOs (Provincial Biogas Programme Offices). The national team has a coaching, stimulating and backstopping role. Furthermore the centralized knowledge facilitates comparison and improves efficiency and effectiveness of each aspect of the provincial programmes. Hereto, the NPBSO team maintains a uniform monitoring and evaluating system enabling the PBPOs to professionally provide support to the biogas sector actors in each target province.
Provincial biogas programme office (PBPO)
For each province, there is a Provincial Biogas Programme Office
(PBPO) with a team that implements the programme, together with other
local stakeholder organisations and local governments. The provincial
office is managed by a Provincial Coordinator with support from the
technical staff and administration staff.
